The International Relief Friendship Foundation (IRFF) is governed by an International Board of Directors, which meets bi-annually to review the organization’s status and plan future activities. Daily operations are managed by the Executive Director, who focuses on financial health, supporting chapters, and expanding global networks.

National chapters operate independently, managing their own projects and finances. They are led by Board-appointed Representatives who ensure the chapters adhere to IRFF's By-Laws and Articles of Incorporation. These chapters regularly report to the International Board and Executive Director.

IRFF also requires volunteers for disaster recovery. Training, conducted by Dr. Ron Patterson of Christian Disaster Response (CDR), spans a weekend and covers essential skills and safety for working in disaster zones. Volunteers are certified upon completing training and are preferred to commit to 2-3 weeks of service to maintain certification, optimizing their impact and cost-efficiency. Additional short-term volunteers may be needed once operations are established, but training remains mandatory.
