What is the Netherlands GVVA (gecombineerde vergunning voor verblijf)?
The Netherlands GVVA also called the Dutch Single Permit is the standard immigration route for non-EU/EEA/Swiss nationals in regular paid employment in the Netherlands for more than 90 days. We typically requires a GVVA when the role does not qualify for the Highly Skilled Migrant or EU Blue Card routes, often because the offered salary falls below the HSM salary threshold. Employers should verify eligibility with IND or an immigration provider
Does the Netherlands GVVA count toward permanent residency?
Yes. Time spent in the Netherlands under a GVVA generally counts toward the continuous residency requirement for Dutch permanent residency or EU long-term resident status, provided all legal conditions are met. Spouses and dependent children may also apply for family reunification residence permits. Eligible dependants are typically permitted to work in the Netherlands and access public services once their permits are approved.
What is the labour market test and how does AGWRP manage it for GVVA?
The arbeidsmarkttoets (labour market test) is the UWV assessment requiring employers to demonstrate that no suitable EU/EEA candidate was available before hiring a non-EU employee. Employers must normally register the vacancy with UWV for at least 5 weeks before filing the application. We prepares the complete UWV evidence package, including vacancy advertisements, recruitment documentation, candidate evaluation records, and justification reports
Duration for the Netherlands GVVA (Single Permit) application process?
GVVA processing times depend largely on whether the employer holds recognised sponsor (erkend referent) status with the IND, may receive a decision in 2 weeks after submission, while non-recognised sponsors can face processing times of up to 90 days. Employees applying from outside the Netherlands should also account for the MVV (provisional residence permit) consular process, which can add additional weeks depending on the country of application
Can my company switch to the Highly Skilled Migrant (kennismigrant)?
Yes, If the employee’s salary meets the applicable Highly Skilled Migrant salary thresholds, the employer may be able to use the kennismigrant route instead of the GVVA. This route removes the labour market test requirement and generally allows faster IND processing for recognised sponsors. Employers should also compare the kennismigrant route with the EU Blue Card, as the Blue Card may provide additional long-term mobility benefits within the EU
