To help your students become fast readers, you should schedule a reading comprehension period everyday. Choose a book most of your students would have difficulty understanding. Then everyday, ask each student to read two or three chapters of the book and then give them a short comprehension test after. The test scores are tallied everyday. The student with the highest score for the week is given a special prize. The next day, before starting to read, discuss with the class what the story has been about so far and ask them for insights on what they think would happen next. Your students will become absorbed with the developments of the story and when students practice their reading everyday, they won't have a hard time on the next, more difficult book you will give them.
