- Not doing something about a thing; not taking action towards a matter at hand.
Example: The board of Directors had been putting the issue on the shelf for quite some time when the situation went way out of hand.

- Knowing a specific word or concept but is having difficulty reconciling thoughts; knowing a word but is unable to say it at the moment.
Example: How could I have failed to answer such an easy question? The word was on the tip of my tongue.

Example:

Once in a blue moon

- Happens rarely; there is little chance for a thing to happen.
Example: I am so busy that I can do shopping once in a blue moon.
