Counterpart International is seeking a Director of M&E for a 3-year, USD 45M program in Afghanistan entitled the Initiative to Promote Afghan Civil Society. Under the direction of the Chief of Party and in coordination with US-based Counterpart technical specialists, the Director of M&E will oversee all M&E project activities, including on-site training and evaluation of sub-grant recipients, and line management responsibility for the M&E team. The Director will ensure compliance with Counterpart HQ, donor, and field-level M&E guidelines, design annual M&E workplans, strategize appropriate measures for streamlining M&E systems, and develop and implement M&E tools for quantitative and qualitative data gathering, data quality control checks and data analysis. S/he will ensure the sound implementation of the program's management information system and facilitate effective information sharing between departments. The Director will be responsible for responding to requests for information, including analysis and presentation of performance data. The Director will work in partnership with program, grants management and administrative staff to ensure program objectives and targets are met in a timely, effective and efficient manner and provide specialized training and coaching to sub-grant recipients. The ideal candidate will have at least 5 years of specialized experience in setting up and maintaining M&E systems, a record of outstanding leadership and line management, and 8 to 10 years of experience working on USAID and international development programs, preferably in Afghanistan.

Duties and Responsibilities:
Through close partnership with the Chief of Party, Deputy Chief of Party, and other staff, the Director of M&E will:
* Oversees implementation of a revised, expedited M&E workplan, reflecting a stronger, more sustained M&E presence in the provinces to assist with assessment and evaluation;
* Implement changes to the M&E workplan, as needed, to ensure efficiency, responsiveness, and pace;
* Oversee hiring of additional, qualified M&E staff;
* Supervise and mentor the M&E team;
* Design, develop and implement program M&E systems according to Counterpart's standard methodologies and in support of Counterpart's Management and Information System (MIS), including design and implementation of M&E systems for the training and grant components;
* Design and implement improvements to M&E methodologies, staffing and workplans to ensure key partners receive timely coaching, assessment and specialized training reflective of organizational and program requirements;
* Lead collection and reporting of I-PACS II input, output and impact data and supporting materials into Counterpart MIS by Counterpart's, international partners' and key partners' staff; Conduct regular analysis of data and materials and identify areas for and ways for improvement;
* Recruit, guide and supervise consultants or organizations contracted to impart M&E methodologies, train M&E staff, or implement special surveys, assessments and studies required for evaluating project effects and impact;
* Ensure that all grant agreements include specifications for monitoring, evaluation and reporting;
* Work with the M&E team to ensure that program staff, wherever appropriate to function and skill set, are equipped and responsible for assisting with monitoring and evaluation.
* Organize and provide (refresher) training in M&E for program and implementing partner staff, local organizations and primary stakeholders, as required;
* Organize regular opportunities for identifying lessons learned and implications for program implementation;
* Undertake regular visits to the field, as/when security permits, to support implementation of M&E and to identify where adaptations to approach or strategy are needed;
* Guide the regular sharing of M&E findings with project staff, partners, wider I-PACS II CSO network and primary stakeholders.
Preferred Qualifications:
* At least 5 years of specialized experience with monitoring and evaluation, including M&E methodology and approaches (quantitative, qualitative and participatory), and planning and implementation of M&E systems;
* Demonstrable experience leading M&E for an international development organization in Afghanistan;
* Experience working in civil society development programs, including experience in monitoring and evaluation of this sector;
* Strong computer skills, particularly with databases and MS office;
* Experience in the logical framework approach and other strategic planning approaches;
* Proven, positive leadership and team-building skills, and ability to manage multicultural teams;
* Demonstrated commitment to mentor, empower and enable staff;
* Fluency in both written and spoken English required.
